Benzer bir sorun, ama Django ile kaldım (yanlış adlandırılmış "") requirements.txt. Bu hatayı alıyorsanız diğer cevaplar burada genelleme yapmak, Heroku uygulamanızı (ve türü) tanımlamak için kullandığı bazı temel dosya eksik olduğu için sanırım.
